Uruguayans will have to vote for a second round in the presidential election, reports Montevideo-based daily El País. The runoff, set on Nov. 24, will oppose center-left rural mayor and former history teacher, Yamandú Orsi, and center-right ruling party’s candidate, Álvaro Delgado. Orsi, from the Front Amplio, secured 43,7% support and Delgado, of the Partido Nacional, 26,8%. Despite a clear lead from the first round, Orsi is not ensured a victory next month as the third candidate, Andres Ojeda, obtained 16.8% of the vote and pledged he would support Delgado to block a left victory.

• Egypt proposes two-day ceasefire, Iran vows to retaliate against Israel. Egyptian President Abdel Fattah al-Sisi proposed a two-day ceasefire in Gaza and the exchange of four Israeli hostages for some Palestinian prisoners. Hamas and Israel have not yet answered. Meanwhile Iranian Foreign Ministry spokesman Esmaeil Baghaei said Tehran will “use all available tools” to respond to Israel's attacks on Iranian military targets that took place over the weekend. • EU calls for probe and Georgia's president calls for protest after elections. Georgian president Salome Zurabishvili announced she did not recognise the results of her country's parliamentary election and called it a “Russian special operation,” after the ruling party won the votes. She called for protests against the results and is set to hold a rally today. The European Union and the U.S. called for a full probe and an investigation into the irregularities of the vote.
• Trump holds rally at Madison Square Garden with pro-wrestlers and racist diatribes. Republican presidential candidate Donald Trump held a rally at Madison Square Garden on Sunday to kick off the last week of campaigning before the election. During his speech, Trump called Vice President Kamala Harris a "trainwreck" and said he would "launch the largest deportation program in American history." Multiple guest speakers took the stage in a circus-like, venom-filled lineup that included racists jokes and ugly insults of Harris.
• Japan's ruling party loses parliamentary election. The Liberal Democratic Party (LDP) lost its majority in parliament over the weekend, dealing a severe blow to prime minister and party leader Shigeru Ishiba who called the election days before being sworn in. This is the first time the LDP has lost its majority since 2009.
• Former Bolivian president Evo Morales says he was victim of assassination attempt. Bolivia's former president Evo Morales said "four hooded officers dressed in black" intercepted his car and fired fourteen bullets, injuring his driver, while he was on his way to a radio station to host his weekend radio show. Morales posted footage of the alleged attack he claims was an “assassination attempt” on Facebook, and blamed the government for the incident. An investigation has been opened.
• Sanchez and Modi inaugurate first Indian military aircraft plant. Spanish Prime Minister Pedro Sanchez arrived in New Delhi on Monday to inaugurate the aircraft factory alongside his Indian counterpart Narendra Modi. It is the first visit by a Spanish prime minister in 18 years, as Sanchez seeks to strengthen ties with India. The military plant is the result of a collaboration between Tata Advanced Systems and Airbus, and will complete the first "Made In India" C-295 aircraft by 2026.
• New Chopin manuscript unearthed. The Morgan Library & Museum of New York discovered a new manuscript from classical Polish composer Frederic Chopin, simply titled “Waltz,” reveals the New York Times. It is estimated to have been composed between 1830 and 1835 and has been recorded by renowned pianist Lang Lang for all to hear.
